The Ministry of Ministry of Finance (MoF) has set aside funds being provided by the World Bank
funded SERP Programme to be used to cover eligible payments under the contract for which this
invitation for Quotation is issued. MoF is seeking proposals from suppliers to conduct
Construction of the Civil Service Commission Headquarters Southwest
(Baidoa). using tools developed by the Ministry of Education (MOE). The general objective of the assignment is to construct a functional, safe, and modern headquarters facility for the Civil
Service Commission in Baidoa that will strengthen public administration capacity, improve service
delivery, and provide an efficient working environment for civil service management and
operations in Southwest State
Bidding will be in accordance with the Competitive Bidding procedures as specified in the
Southwest Procurement Policies and Procedures Manual under the section for ‘Procurement of
Works. All interested Bidders can obtain the Invitation for Quotation document by sending a
